13 th NATIONAL COORDINATING COMMITTEE MEETING
PHILIPPINE MISEREOR PARTNERSHIP, INC.
April 3 – 4, 2008
General Santos City
AGREEMENTS
Agreement # 16 On the 21 NA Resolutions
The NCC agreed that in preparation for the 3 rd National Assembly in 2009, the partner organizations are requested to provide data on their program goals in relation to the attainment of the 21 NA Resolutions.
The purpose of the data gathering is to provide a pool of experiences for sharing and acquiring a wider horizon on development strategies and learning what works and what does not. Further, the profile ensuing from such data will hopefully urge the partnership as a whole to move some steps forward in promoting social transformation in the country, especially for the poor that we serve.
The process of data gathering can take three forms:
a. With the help of a simple matrix
b. A designed focus group discussion that will facilitate gaining a deeper insight into what we are doing and what we are achieving, and
Group discussion on current burning issues in the country.
c. The clusters have the option what process to take in the data gathering.
Agreement # 17 On the Thematic Concerns of the Partnership
The NCC agreed that the five thematic concerns of the partnership (poverty alleviation, good governance, peace and human rights, family life and gender, and IP rights and environmental concerns) be made as the binding force within the partnership. Thus there is a need for an organizational discipline regarding efforts to make these thematic concerns as the focus of our programs or made as cross-cutting themes in our programs.
Agreement # 18 On Submission of Proposals
The NCC agreed to consider the length of time needed to process the approval of a project proposal, which is 5 – 6 months. Thus, there is a need to prepare the continuity proposal early enough to have it submitted 6 months before the end of the current funded period.
Furthermore, the body agreed that a hard copy of the proposal must always be submitted. Soft copy sent through email is also helpful.
Agreement # 19 On Submission of Project Reports
The NCC agreed that before writing a report on project implementation, the paper “How to Report on Projects” should be read and considered. It is also recommended that the impact of the project on the people be mentioned in the report, that is, on what the project contributed to the perceived change in people's lives, the indicators stipulated in the project proposal.
Agreement # 20 On the Technical Working Groups and Study Groups
The NCC agreed to look further into the nature and core character of the Technical Working Groups as they are seen within the Partnership: if they are a discussion forum that is expected to analyze and explore certain issues and bring the results to the clusters, or a venue for exchange among concerned partner organizations in order to provide expertise to others, or a group that should develop a new program within the partnership, or possibly as committees within the partnership.
The Secretariat was tasked to come up with a question to ask the clusters regarding this matter and present results to the next NCC meeting.
20.1 Study Group on Peace
The NCC agreed that a representative from the Davao Region Cluster be added to the members of the Study Group on Peace.
20.2 TWG on Urban Livability
The NCC agreed to defer the decision on the request of the TWG on Urban Livability to evolve into a National Campaign Team, an implementing body, pending the rationalization of the interlocking directorates among the partner organizations who are engaged in the issue addressed: social housing.
Agreement # 21 On the Contribution of Misereor to the National Rural II
The NCC agreed to submit a new proposal for the contribution of Misereor of € 20,000.00.
